Letter from the Highways Agency re A34: Gore Hill HGV Restriction, March 2010

 

I am writing to inform you that the Highways Agency will be undertaking improvement works to the A34 at Gore Hill, near East Ilsley, which is intended to reduce congestion and improve safety.

Gore Hill is a long steep incline for northbound traffic. When one slow moving vehicle attempts to overtake another on the hill it can cause a long tail back, thereby adding to congestion on this important All-purpose Trunk route.
 

Following a study into accidents and congestion at this location, vehicles over 7.5 Tons will be restricted to lane 1 of the carriageway between the hours of 6am to 8pm, for approximately 0.8mile /1.3km miles/km.
 

The HGV restriction will be imposed by an Experimental Traffic Regulation Order. This will contain exemptions which will allow HGVs to use lane 2 for matters beyond their control, for example, a broken down vehicle in lane 1. As the restriction will concentrate HGVs into lane 1, the layby at Gore Hill will be closed as part of the trial.
 

The work is scheduled to start on 8 March 2010 and will last three weeks. The scheme will employ road signs and carriageway markings. The trial will run for a period of a year and its effectiveness will then be evaluated. Depending on the outcome, the restriction will then either become permanent, or will be removed if it is felt to have no safety or journey time benefit. Automatic Number Place Recognition (by video camera) and visual surveys will check on compliance and journey times during the year of the trial.

Similar schemes have been installed on the A14 in Northamptonshire and M42 J10-11 in recent years with successful results.
 

I would like to apologise in advance for any disturbance or inconvenience caused by the works. I would like to emphasise, however, that the Highways Agency and its contractors work to strict procedures to ensure minimal noise at night.
